VNeID for Foreigners: Everything You Need to Know About Electronic Identification Accounts

VNeID electronic identification accounts have become an indispensable part of the digital life of Vietnamese people. However, many foreigners living and working in Vietnam are still wondering whether they can register for VNeID or not, and what the procedures are. Are foreigners granted electronic identification accounts in Vietnam?

According to Decree 69/2024/ND-CP, from July 1, 2024, foreigners who have been granted a permanent or temporary residence card in Vietnam are allowed to register for a VNeID level 1 and level 2 electronic identification account when needed. Specifically:

  • From 6 years old and up: granted VNeID level 1 and level 2 accounts.
  • Under 6 years old: only granted VNeID level 1 account when needed, registered through representative or guardian.

Providing accounts helps foreigners access online public services, reduces paperwork, and facilitates living, doing business, and studying in Vietnam.

Procedures for registering a VNeID account for foreigners

Register for a VNeID level 1 electronic identification account

Level 1 mainly serves basic identification and access to simple digital services. Foreigners can register themselves via the VNeID application in 3 steps:

  • Step 1: Download and install the VNeID national identification application on your mobile device (App Store or Google Play).
  • Step 2: Open the application, fill in the information required by the system:
    • Passport number or international travel document;
    • Email or phone number registered with subscriber information (if any);
    • Portrait photos taken directly on the device;
    • Other additional information as per application instructions.
    • Verify and submit registration request via the app.
  • Step 3: Wait for results from the identification management agency via:
    • VNeID application;
    • Registered email;
    • Or the registered phone number.

Note:

  • Foreigners under 14 years old, The person under guardianship must register via the main phone number and VNeID level 2 account of the guardian/legal representative.

Register for VNeID level 2 electronic identification account

Level 2 provides strong authentication, integrates multiple utilities, and allows access to services that require highly secure verification.

How to do: Foreigners must go directly to the immigration management agency under the Ministry of Public Security or the provincial/municipal Police to register.

5-step process:

  • Step 1: Go to the Immigration Department or the Immigration Department of the provincial police to request an account.
  • Step 2: Present your passport/international travel documents; declare complete information on the Application for Identification Account (Form TK01), including:
    • Mobile subscriber number;
    • Email address (if available);
    • Additional integration information desired.
  • Step 3: The receiving officer enters information into the system, collects facial photos, takes fingerprints, authenticates data with the national immigration database, and confirms the applicant's consent to registration.
  • Step 4: The file is sent to the electronic identification and authentication management agency for processing.
  • Step 5: Account registration results are notified via VNeID application, phone number or email of the registrant.

Processing time:

  • No more than 1 working day for level 1;
  • No more than 3 working days for level 2 if facial and fingerprint data are available in the national immigration database;
  • No more than 7 working days if there is no facial or fingerprint data in the system.

Time to receive documents:
During business hours on working days from Monday to Friday, apart from holidays, tet.

  • Proactively declare and update information when there are changes in residence documents;
  • For persons under 14 years of age, the guardian/legal representative carries out the entire registration process;
  • Do not use fake information or let others use your personal account.
